Transition in housing sector and establishment of housing market

Abstract

Properties of housing sector and its influence on the economy and social security of citizens are described. A particular emphasis is placed on the state of housing in Montenegro, and the problems occurring during transition to open market mechanisms. Principal characteristics of housing economy in open-market countries are presented. A proposal of the housing system organization model, with the description of relevant subsystems, is presented in great detail, and ten requirements crucial for the financing of this model are listed.
